A sentence I've found in a list of balance sheet and accounting terms. I do not speak Dutch, and as a matter of fact I am presently translating from Italian to English, but the Italian I'm working on has been translated from the Dutch. The problem here is hoog, which in Italian has been translated as "alto" (high), but what does it mean?:

On 1 October 2012 the high VAT rate will increase from 19% to 21%. As from 2013, this will be compensated by lower income taxes, in particular for workers with low incomes. The excise duties on alcohol, tobacco and soft drinks will be increased. This will bring in €625 million.

The trend towards increasing VAT rates in the EC is now also being followed by the Dutch government. The Dutch government has announced plans to increase the high VAT rate from 19% to 21%, with effect from 1st October 2012. In principle, the applicable VAT rate will depend on when the goods or services are supplied. However, special rules may apply in case of, for example, prepayments.
