I've looked at a few recipes for remoulade but can't see what you have to do with the chives here:

Een remoulade is een frisse saus waarin een hardgekookt ei is geprakt. Om te beginnen twee voorgekookte artisjokbodems in kleine blokjes snijden en er bijvoegen: 50 gr in kokend water **geslonken** en gehakte bieslook, een soeplepel mayonaise, een kleine gehakte sjalot, een soeplepel citroensap en een soeplepel olijfolie. En natuurlijk een hardgekookt en geprakt ei.

the dictionary says "to boil down" for slinken. Anyway, the idea is to make the chives shrink.
