I can't find anything about "rok brug" ?skirt bridge. I am also puzzled about this "waterdichte"

More or less a guess, and I'd say 'waterproof' instead of 'watertight'.

IMO the aprons are the hardened surfaces of the bridge abutments -- see the photo at:
