"Gelet op [...de Wvo, ...] en de Awb, besluit de staatssecretaris van Verkeer en Waterstaat als volgt:
1. aan XXX vergunning te verlenen op grond van [...de Wvo] voor het op andere wijze dan met behulp van een werk in oppervlaktewater brengen van afvalstoffen, verontreinigende of schadelijke stoffen op verschillende locaties in het oppervlaktewater van de in bijlage 3 opgenomen havens."

I am under the impression that is there is something missing in here. I have found an English version on the web, which is also rather unclear to me:

"1. a permit to use a different working method from the current practice of bringing waste material, pollutants or harmful substances into the surface water on different locations of the ports listed in annex 3."

The above translation seems too vague (would just any other practice be ok?) and also inconsistent with the title of the Annex 3, which is:

"Locaties en havens waar de activiteiten van vergunninghouder uitgevoerd mogen worden"

I will greatly appreciate getting your expert opinions on the English translation and on the actual meaning of the original text

'werk' is the generic term for the structure used to discharge the waste (i.e. a pipe, conduit, tube, etc.), one of its characteristics being that it is 'plaatsgebonden' (tied to one place) and fixed:

'Een werk' cannot refer to 'current practice' at all. 'Werk' rarely means practice. That would be written like 'methoden' or something.

'Werk' as a noun may refer to pumping stations, the terrain of a ship builder, docks, or so. I don't know what your document is about, but the context will tell you what the right translation for 'werk' in this case is. The meaning would be on the German trail (Werk = factory), but more specific.

I think my answer has been misconstrued. I never mentioned that it was definitely a dry dock. I said it may refer to that, as that is another possibility that IDsW gives for 'werk', although the context should be clear. I don't know what your text is about. But the sentence is of course complete. I don't think it could be a dry dock, because they are talking of locations and ports where activities can be performed. So anyhow, but not using...'. It is probably some kind of fixed installation, but please check.

Asker: Thank you Kirsten. Text is about the treatment of a special antifouling. I understand that werk in this case should mean more something like "dry dock". I'd like to know if the sentence seems meaninsful and complete to you? According to you the any treatment system is ok, as far as it does not use the help of a dry dock? Also, why to include Annex 3 ("Locaties en havens waar de activiteiten van vergunninghouder uitgevoerd mogen worden") if this is the only way NOT to be used?

disagree  sindy cremer: 'werk' has a different meaning in this context. Pls see my refs.//Your answer did not imply the actual 'werk' to discharge the waste (a terrain or factory is hardly that). In fact you failed to include it in your answer.

  -> It may mean indeed a fixed structure, i.e. installation, but may also mean something more elaborate. (IDsW)/ Look at explanation above and see whether it does not mention pumping installation. (fixed) structure is hardly a good alternative.
