Het lijkt mij dat er een 'niet' teveel staat in deze volzin:
aanleggen = organiseren van een loterij

(althans in Suriname, zie onderaan http://www.korps-politie-suriname.com/nieuws/voorlichting ju... )

Ik kan me voorstellen dat de wetgever het WEL organiseren van een loterij onzedelijk vindt.
