Dutch term or phrase: motivering
I wonder how to translate the word 'motivering' in the following law:

'Wet betreffende de motivering, de informatie en de rechtsmiddelen inzake overheidsopdrachten en bepaalde opdrachten voor werken, leveringen en diensten (van 17 juni 2013)'

In the law itself (http://www.ejustice.just.fgov.be/cgi_loi/change_lg.pl?langua... 'motivering' refers to 'Gemotiveerde beslissingen', which is often translated as 'reasoned decisions'. However, I am tempted to translate 'motivering' in the title of the law as 'grounds', or 'statement of grounds'.

The only mention I can find of this law, in English, are these:

‘the law dated 17 June 2013 concerning **the motives**, the information and the legal remedies with regard to public procurement contracts and certain contracts for works, supplies and services.’ (http://www.linklaters.com/pdfs/mkt/brussels/130704_Newsflash...

Here is my translation as it currently stands:

'Law of 17 June 2013 on the statement of grounds, information and legal remedies concerning public procurement contracts and specific assignments for works, supplies and services (Wet betreffende de motivering, de informatie en de rechtsmiddelen inzake overheidsopdrachten en bepaalde opdrachten voor werken, leveringen, diensten van 17 juni 2013)'

However, I’m still not happy with that ‘statement of grounds’, or just ‘grounds’ part...
