I first translated it as "on-the-spot punishment for minor offences" , but now going over it again I am not so sure any more. I mean I am sure it's quite right, but maybe there is another way of expressing it - taking into account that in fact it was invented as a policy, and thereafter an entire social infrastructure had to developed to accomodate it.

The overtreders might not be fined on the street, but they are immediately given an "acceptgiro voor de boete" in the police station. IMO, this warrants referring to it as a "policy of imposing on-the-spot penalties". "On-the-spot" being the police station.

I know that the English on the various Dutch government websites can be pretty terrible at times, but they are using "on-the-spot penalties" too:

The approach in the action plan focuses, inter alia, on the offender. The police will draw up a 'top 10' of notorious football hooligans for BVO's. All available data concerning football vandals are stored in a single database. If one of them is caught, there will be a substantial file and he will be dealt with similarly to notorious repeat offenders. Thank you! It's again one of those questions, where it is highly difficult to choose one or even two of all possible translations. I think the Dutch term implies more love and patience than Zero Tolerance (apart from nultolerantie). Funnily enough, the same policy applied to domestic pets would be called "caught in the act" punishment.

There is more than one translation. This one also fits the context quoted by Michael in his note - and is frequently used. Zero tolerance is the (policing) strategy of reacting immediately and fully to even the smallest infringement of a law or rule, in order to discourage more serious infringement. On reflection: As the term is frequently used to describe a policing strategy it cannot refer to on-the-spot < punishment >. Police can only interrupt, apprehend, fine and arrest - and all of that can merely be the prelude to a successful defence. It is the policing that is on-the-spot, not the punishment.

neutral  Michael Beijer: I am not convinced this quite works, as it may be too general. See my Discussion entry. If the author meant this, then why not use the Dutch term: "nultolerantiebeleid"? / and as you yourself said, the translation should include sth re "immediate action"

  -> It is general - but both the Dutch and English terms are a bit vague in definition and usage, I feel. 'Nultolerantiebeleid' would have been a better fit - but I think that the author could still have meant that, but used 'lik-op-stuk'.

agree  Barend van Zadelhoff: Sounds like a good option to me. "policy of imposing on-the-spot penalties" and "tit-for-tat policy" (=incorrect) sound like 'literal' translations to me. And 'on-the-spot penalties' is generally incorrect.

I think the Dutch term implies more love and patience than Zero Tolerance (apart from nultolerantie). Funnily enough, the same policy applied to domestic pets would be called "caught in the act" punishment.

neutral  Barend van Zadelhoff: 'on-the-spot penalties' is too limited (also see internet), some kind of legal procedure is required in most cases. 'crackdown' sounds like violence and 'tit-for-tat' is absolutely incorrect // 'direct' is different from 'on the spot'

  -> Why is "on-the-spot penalties" unidiomatic? You do know what unidiomatic means, right? I hope you aren't just copying John. It means: "not using or containing expressions natural to a native speaker of a language".
