Dutch to English translations [PRO]
Government / Politics / government doc on \"resilient critical infrastructure\" of the Dutch Ministerie van Veiligheid en Justitie (VenJ)
Dutch term or phrase: systeemverantwoordelijk
my context:

Has anyone already solved this puzzle?

I have come across:

►"overall responsibility"

based on, e.g.:

https://nl.wiktionary.org/wiki/systeemverantwoordelijke

systeemverantwoordelijke v/m:

►"system responsibility" (or "system-responsibility") (or "systemic responsibility"?)

Discussion

Samenvatting
With the term ‘SYSTEM RESPONSIBILITY’ the authors (both working for the Dutch Scientific Council for Governmental Policy) mean THE RESPONSIBILITY FOR THE FUNCTIONING OF COMPLEX ‘ADMINISTRATIVE SYSTEMS’.

In these complex administrative systems supervision can have different roles: to assess the functioning one-sided from the perspective of the government, but also to put on reflective glasses (‘from afar glasses’) that aim at the bigger picture of divergent rationalities of the actors involved. In the second case, there is ‘SYSTEM RESPONSIBLE SUPERVISION’. This essay explores the ‘what’ and the ‘how’ of the desirability of system responsible supervision in a society with complex, compound administrative systems. Such supervision can contribute to a somewhat better understanding of these systems and a somewhat better ability to adjust these complex systems. These supervisors can be seen as a necessary complement of the withdrawal of the government and the rise of ‘horizontal administration’, in which the hierarchical decision-power of the central government has gradually shifted to other actors. As unelected and as relatively independent actors they occupy a new, hybrid place in the ‘trias politica’, because on the one hand they have taken over functions of elected politicians and administrators and on the other hand they function in many respects as a quasi-judicial power."

I have also come across these hybrid forms: "overall system responsibility" and "total system responsibility".

system-level responsibility

Explanation:
I think having system-level responsibility fits your context (it may actually have been the source of systeemverantwoordelijk).
Specialist departments (or whatever your translation) have system-level responsibility for the capacity of the vital/critical process.

http://www.socialevraagstukken.nl/systeemverantwoordelijkhei...

It would be helpful to see things in more context, which could clarify what "system" means as it relates to other responsibilities, e.g.:
5. Which organizational structure best describes the scope of your responsibilities for your
current enterprise architecture position?
( ) System-level responsibility
( ) Multiple-campus (not a system) responsibility
( ) Institution-level responsibility
( ) School- or college-level (within an institution) responsibility
( ) Other decentralized unit (within an institution) responsibility

Voorbeeld:
Making the NHS numbers add up is a system level responsibility of the department of health and the arm’s length bodies, not ours

This is pretty foreign in gov thinking in the US, so I have a hard time finding good local examples; yes, it's very Dutch.

I am a bit puzzled by the system level responsibility 'for the vital process.' I must assume that vital process does not refer to the system's own (vital) process (for which normally the system itself would be responsible, and without which it would not exist) but to some external vital function for which it has system-level responsibility.

"First, several of the papers speak to an emerging securitisation and complexification of
power/knowledge technologies in regimes of anticipation or preparedness of the specific
(possibly ‘black swan’) instance, not just generalized management of aggregate risk
probabilities (Cf Lentzos and Rose 2009; Adey and Anderson 2012; Oels 2014). This marks a shift in political logic, from neoliberal governmentality and its emphasis on the individual entrepreneurial self to a seemingly paradoxical conjunction between emergent imperatives of system-level responsibility and a revived moral discourse of inviolate personal autonomy (see also the papers in this issue by O’Grady, Mincke and Lemonne, Usher, Paterson, and Tyfield)."

As a result, the former Tertiary Education Council (TEC) was
in 2013 transformed into Human Resources Development
Council (HRDC) to assume the system level responsibility
for planning and funding while the former Botswana
Training Authority (BOTA) was also in 2013 transformed
into Botswana Qualifications Authority (BQA) to deal with
the national qualifications system and the development
of a common quality assurance platform with Botswana
Examinations Council (BEC) assuming a broader role for
moderation and assessment all under the theme of High
Performing Organisations (HPOs).

My thoughts:
I don't think "overall responsibility" covers the concept. Who in a complex system would be responsible for the system itself? In correct system's thinking, the system itself would (should) be responsible. There tends to be a level confusion here. One person cannot be responsible for a system that is really a conceptual model. When referring to an actual, physical system (as opposed to anything that resembles a Human Activity System or a complex system model), it would be rather easy to assign a single person to carry this responsiblity.

In your sentence, the vakdepartement is responsible for (the functioning and capacity of) its own system/vital process (i.e. systeem-verantwoordelijk), although they may require resources from stakeholders.

Why overall? It suggests to me one person-suprasystem that has end-responsiblity. What's the difference with integral system responsibility?

"Integral system responsibility cannot be outsourced, because that determines the "raison détre" of the network administrator. Responsibility can be partially outsourced when parts of the system can functionally be separated from the entire system. A stable integral network vision forms the basis for this outsourcing. System integration is retained by interaction between the sub-systems."
