'sturen op X' (e.g., 'sturen op kwaliteit')

Ik ben het met Kitty eens dat het voorzetsel belangrijk is. Persoonlijk geef ik de voorkeur aan 'manaGING for quality' en 'manaGEMENT by quality' maar tussen deze twee maakt het voor mij niet veel uit. Maar er is wel verschil tussen managing complexity and managing for complexity. 'For' voegt (voor kenners) een hele hoop achtergrondkennis en theorie toe. Dat dat in de praktijk betekent dat er een focus is op complexity wil nog niet zeggen dat 'focus op' een goede bewoording is. Managing for or by impliceert veel meer dan 'focus on'.

From the context I understood that the municipality is the 'opdrachtgever'
My assumption was that the actual quality management is a responsibility of the developer and not of the municipality.
From that point of view I understood 'sturen op' in this context as imposing requirements (that is why I said 'it depends on the position of the 'opdrachtgever')

I assumed the municipality will do only inspections to check whether everything is done according to the agreed requirements

In het Nederlands kun je ook zeggen dat je 'de kwaliteit wilt sturen' (IMO managing quality) of dat je 'wilt sturen op kwaliteit' (IMO managing for quality).

I believe adding 'for' is also common and implies/emphasises - as does 'sturen op'- that the managing is directed at achieving the goals/targets that have been set.

you are right. My initial point focussed at the use of the word manage. In Shell i have seen this used without preposition often, manage quality, manage leadtime, whatever.

Responsibility Management (Verantwoordelijkheidsmanagement):
managing by responsibility / managing responsibility (sturen op verantwoordelijkheid)

Profitability Management (Winstmanagement):

managing by targets / managing targets (sturen op doelen)

Although the phrases

1. 'managing by quality' (you are managing X, using quality as a guide/framework/etc.)
2. 'managing quality' (you are managing the quality itself)

would APPEAR to be different, they are often almost not, because of the fact that YOU ARE SAYING VERY LITTLE when you say something like this.

After all, isn't it a given that if you are managing something, you will be thinking about the quality of what you are doing?

Ik ben het op dit punt toch niet met je eens. 'Managing for' in combinatie met 'quality' levert toch echt VEEL meer (ook betrouwbare) ghits op dan de combinatie die jij als het meest gangbaar veronderstelt .... Idem voor de andere 'big ones' zoals 'managing for results', 'managing for (maximum) profit/profitability', 'managing for growth' etc.

Your question is for one particular case but also for general purpose. 'Managing by X' is standard phrasing for the big ones, like quality or responsibility. Yes, the American market leads the management literature. Managing for x could be an alternative, but I would not use it for the standard ones.

Sorry, I seem to have overlooked your answer before, but now that I look at it carefully, you do seem to have a point. I think it is perhaps that the phrase 'manage by quality' sounds strange to me, but then again, I don't have a background in management.

So when the phrase is 'sturen op' things like an 'eindbeeld', 'eindsituatie', 'budgetten', or 'maximale vastgoedrendement', I suppose then 'management' wouldn't apply, and so 'sturen op' can mean several things:

1. 'management by' (but also)
2. 'targeting/aiming for'

Because it doesn't sound right to say someone is 'managing by maximum property returns' (Bedrijf X stuurt op op maximale vastgoedrendement).

What would you make of e.g., 'er zal expliciet gestuurd worden op een eindsituatie', and '... waar de opdrachtgever actief op zal sturen als zo’n moment zich voor gaat doen.' ?

Also, could it be that this 'managing/management by' is a particularly American phrase, as I can't find it used anywhere in UK sites/books, etc. Only in US/Japanese sources.

"Sturen op" is volgens mij hartstikke doodgewoon zoals ik geantwoord heb: management by quality. Sturen is al jarenlang (20+) 'management' in de vakliteratuur. Sturen op verantwoordelijkheid is management by responsibility.

Misschien ga ik de discussie weer helemaal aanzwengelen, maar ik vind dat er wat veel gelezen wordt in dat "sturen op". Persoonlijk vind ik het een beetje kromtaal, hoewel het echt een modeuitdrukking lijkt. Komt het niet gewoon van "aansturen op", wat volgens de Gvd betekent "trachten te bereiken". Trouwens, een indicatie is misschien het feit dat "sturen op" dan weer niét opgenomen is in de GvD. Dus ik zou vooral niet te veel gaan hereininterprtieren en het simple houden.

To me, 'sturen' coincides here, as far as I understand the context, with 'performance targets stellen voor kwaliteit' , that is 'impose requirements as regards quality'

they will, of course, subsequently check whether the developer does what is required from them

If you look at the first sentence (and the meaning of 'sturen' in the other sentences is more or less related to its meaning in the first sentence) than you might notice a polarity.

This means, the freedom of the developer on the one hand and what de 'opdrachtgever' wants as regards quality on the other hand

so, to me, 'sturen op kwaliteit' means, in this context an as far as I can see, 'make/impose requirements as regards quality'

it depends on the position of the 'opdrachtgever'

Bij sturen op gaat het volgens mij altijd om het stellen van 'performance targets' en het vervolgens controleren/evalueren of deze zijn behaald. I'll leave it to the native speakers to come up with the most fitting translation :-)
