From book on SPSS: this involves a sample of people with different educational backgrounds. Here's the text:
Daar de nulhypothese (steekproefrespondenten zijn over de verschillende opleidingsniveaus verdeeld zoals de werkelijke situatie in Vlaanderen) moet worden verworpen (sig. < .001), moet worden vastgesteld dat de getrokken steekproef niet representatief is voor Vlaanderen m.b.t. opleidingsniveaus (te weinig mensen bevraagd met maximaal lager onderwijs diploma en te veel mensen met hoger onderwijs diploma). Deze vaststelling hoeft niet per se slecht te zijn indien het bij het onderzoek de prioriteit was om drie ***welbepaalde*** even grote leeftijdsgroepen te bevragen (zoals in het onderzoek het geval was).
I have a suspicion this is something like 'fixed' or 'predetermined' but am not sure.....

Explanation:
Their sample isn't representative because they targeted or investigated "specific" groups (high and low education) or because the field of enquiry (or sampling) was too narrow.

This may have been deliberate (I'm not sure without more context) in which case you could argue that the composition of the sample was "predetermined" or determined in advance (or fixed) - as you suggest.
