Context: letter to an investigator at a hospital in the Netherlands.

NL = De Raad van Bestuur baseert deze verklaring op de overwegingen dat:
EN = The Management Board bases this approval on the assumptions that:
[followed by staff competence, suitability of premises, required documentation, etc.]

I know that "verklaring" is a general term meaning declaration, statement, certification, and much more, but in a clinical trial context, I have not seen it. Do you think that it could be synonymous with "approval" here? Like an Ethics Committe approval seeing that it's the Management Board in Holland that has the final say?
