The letter starts out with "De Raad van Bestuur ontving onlangs een positief advies van de ACLU inzake uw deelname aan", then gives the study title and proceeds on to the sentence I gave here. It's kind of poorly put together in the original (as usual). There is then the list of considerations. Hope that helps.

might this be called an 'opinion' in this context?

...as in:

I wouldn't say 'assumptions' but rather 'considerations', i.e. these points were taken into account, and maybe discussed in a meeting, before they made their decision.
