Op eigen kracht kon geen reële defensie-inspanning meer worden geleverd, ook als het slechts ging – en veel verder had de militaire doelstelling nooit gereikt – om het gedurende enige weken of maanden zelfstandig opvangen van “de eerste stoot”. Maar een alternatief in de vorm van een goed stelsel van collectieve veiligheid of het zich aansluiten, zoals na de Tweede Wereldoorlog zou gebeuren, bij een militaire alliantie ontbrak.
