I know this is a way of involving residents in local government but does anyone know if these are open to all residents - I seem to remember seeing somewhere that they are between a selected group of residents and local officials. In either case does anyone have an accepted translation? - city forum?

Asker: Thanks for the reference. On that web page is the following: "De gemeente Utrecht heeft ervoor gekozen om een Energieplan te maken van en met de stad. Daarom is een stadsgesprek georganiseerd, niet alleen met mensen die al betrokken en geïnteresseerd zijn, maar met een dwarsdoorsnede van de bevolking. Via loting werd een groep van 150 Utrechters geselecteerd om deel te nemen aan het stadsgesprek. Met het stadsgesprek wilde de gemeente op zoek naar de ideeën, wensen, keuzes en bijdragen van Utrechters over hoe de energietransitie georganiseerd moest worden. Het idee was dat het Energieplan zo de “smaak” van de stad zou weerspiegelen" So there seems to be some element of selection rather than just announcing an open meeting and seeing who turns up.

Asker: Yes, it seems to be a "conversation" in the broader sense, a consultation, with an element of the "focus group."

agree  Michael Beijer: good ref. not sure if there is an exact English term for exactly what asker is after ("there seems to be some element of selection"); I think "residents' consultation" (or "residents consultation") would work.
