I can only guess as to the real meaning, but might it be that although there is solidarity among buyers so as to drive a harder bargain, they do not dictate prices to suppliers?

It makes me think of the situation with supermarkets in some countries (e.g. the UK) collaborating so as to force farmers to lower their prices or face losing all their custom. However, I could equally be miles off target!
