The term appears in a report related to child care and protection. Courts seem to use this term. It probably means a period in which the court expects an improvement in the person involved. Verzilveringstermijn = 4 weeks

Another translation given by Wolter's Handwoordenboek is 'realization', which might be fitting for our case if the context resembles this text http://jure.nl/ecli:nl:rbhaa:2012:bx3830.
But ‘tot gelding brengen’ here refers to ‘de aanspraak tot gelding brengen’. This ‘aanspraak’ is the ‘right to care’ (if I'm not mistaken). So we are talking about ‘het doen gelden van’ this ‘aanspraak/right to care’. One doesn't execute a right, one exercises/asserts/enforces it.
Hmm, you might also be right though, as it seems it can be interpreted in two ways:

One of the entries under 'verzilvering' in Wolter's Handwoordenboek is 'encashment'. Does the word 'encashment period' make sense in the text's context?
Encash is the term used for converting instruments that are not real cash but can be converted to cash, like checks, certificate of deposits, demand drafts etc. If you receive a check from your friend for say $1000 and you take it to the bank, you can get the cash of $1000. In your suggested ‘realisation period’, what exactly is being realised? A person's right to make use of something, or the care itself. See e.g.:

I have no time just now to read your text/references once again, the original is meager, and I thought my solution could refer to a period within which the person in care of the child or due to pay child support does not get stripped of all his means to pay his dues.
There seem to be two terms in an ‘indicatiebesluit’:
‘Er zijn twee termijnen opgenomen in een indicatiebesluit: de geldigheidstermijn en een verzilveringstermijn. Beide termijnen zijn vastgesteld op één jaar. Hierbij is echter van belang dat de geldigheidstermijn van het indicatiebesluit pas begint te lopen zodra het indicatiebesluit wordt 'verzilverd'. Beide termijnen zijn vastgesteld op één jaar.’
So one (the geldigheidstermijn) is how long the indicatiebesluit is valid, and the other (the verzilveringstermijn) is the date from which the person has sought to ‘exercise’ the indicatiebesluit / make use of the indicatiebesluit ...

they seem to be using verzilveren to mean something like ‘making use of a right’ (gebruikmaken van een recht) …

Explanation: Several examples to this effect can be found under the first link for verzilvering, but no translation for the whole term, that's why I included my versions. Under the second link, the solution ("redemption period") seems less likely within contexts that Michael found and we still don't know the context of the original. One of another may still be it.
