In chemistry, there are many ways to express the concentration which means التركيز in Arabic; concentrations are often expressed in terms of relative units (e.g. percentages) such us Volume Percent — Volume/Volume Percent (v/v %)

From a chemical point of view, Volume Percent is used to express the concentration of a solution when the volume of a solute المُذاب (Ethyl Alcohol in your example) and the volume of a solution (حجم المحلول = حجم المُذيب + حجم المُذاب) are given, we use for that the following relation:

Volume Percent = Volume of Solute/Volume of Solution ×100%

Your example means the percentage of Ethyl Alcohol volume present in the total volume equal to 70%. If I want to translate it into Arabic I would say:

النسبة المئوية الحجمية للكحول الإثيلي هي 70 %
