English term or phrase: talented
The most frequently required criteria for identification include IQ scores, achievement data, teacher nominations, performance on state assessments, and student portfolios. Given variability among states in terms of funding and legislation, whether students are identified as gifted and talented is highly dependent upon the state in which they live.

موهوب (ة)

Explanation:
In my opinion, if you are looking for a parallel structure in the TT, i.e., using an adjective, the word موهوب could be the best option. Otherwise, you can use ذو موهبة depending on the context and your preference.

Example sentence(s):
  • The manager selected him because he is very talented.
  • لقد اختاره المدير لأنه موهوب جدا.
