English term or phrase:tempered with...
The complete setence is "We hasten to notice that the present text is in no way a substitute for education or experience in probability and statistics tempered with large doses of common sense, curiosity and humility."
What the author wish to express with the latter portion of the sentence "tempered with..."?
To explain things further, I present my translation of the whole sentence here as an explanation of my choice: 概率与统计论久受常识所限,间杂种种意外现象,其局限性不一而足。本书概不可替代该学科中的研究经验抑或教育活动。笔者特在此指出,供读者共识。

The reason why I take 焠练 is because, when you make steel, you need to "temper" the mass. When a science comes into being, it must go through almost the same process. The author "humbly" declairs that he doees not claim the whole scope of the said science.

Sorry, I misread "humility"! Revising the interpretation, I would change 人性考验 to 谦卑谨慎. So, the whole sentence would be something like 于此声明,当前这份文本绝对无法替代经过大量常理知识、好奇探究与谦卑谨慎所焠练而成的机率与统计学方面的教育或经验.
The phrase "seeking to produce sound and applicable distributions" may suggest that statistics is mixed with (or contains) or undermined (or moderated) by non-scientific (i.e. common sense) ideas and assumptions and the limitations of statistics.
According to Christian beliefs, one is humble to God because one is less than perfect. So, I believe "humility" may have a connotation of "limitations" 局限.
"Humility" here is not a statistical term but I believe it has some relevancy to philosophical and religious ideas. Objectivism regards "humility" as "flaws" or "weakness".
Wenjer Leuschel was right. The setence may be used to express the reason for what the manuscript was written, and the applicable scope of this book. And the author was just in a manner of humility.
The phrase "tempered with" here is quite ambiguous and open to more than one interpretation. It may mean "mixed with" or "moderated" as suggested below. Statistics may be regarded as an exact science by some, though it may not be necessarily so.
"We hasten to notice that the present text is in no way a substitute for education or experience in probability and statistics tempered with large doses of common sense, curiosity and humility. These pages represent a compilation of information and advice from many sources that we hope will serve to guide analysts seeking to produce sound and applicable distributions for use in probabilistic and risk assessments."
