This is from a Somalian birth certificate that has been translated into English (badly) and now has to be translated into Dutch. The issuing department is stated as the "Anagraphy department". Googling, I found the following for anagraphy:

I assume it is something quite simple like Persoonsregister. Would you agree Persoonsregister is a valid translation or do you have any other suggestions? Any help is welcome. It is an official document.
