In a condominium, each apartment is owned individually and the common areas are owned jointly. However, a condominium is also an "organization" of the owners which makes decisions about the property, but does not "own" the property.

Normally, before a certain percentage of apartments is sold, the developer/builder is responsible for these decisions. Eventually, the condominium "association" takes over these responsibilities. It is this "taking over" of the property that is referred to here. I hope this is helpful.
