"tender documents test location"
would mean that there is some "test location" for doing something unspecified with "tender documents";
as much as it may be grammatically correct, it's real-life nonsense;
there must be some implied elements included, and with more context it should be possible to make sense of all this by finding them;
as it is, we can't even be sure if "tender" is a noun or a verb!
if this is a "to do" list, "tender" could very well be a verb - and if this is written in some silly telegraphic style it COULD mean:
"send tender documents for the test site"
But it could also mean god knows what else! |
