After the initial design for the villa was done and planning permission was obtained, an architect was appointed to value engineer the design to budget and then appoint consultants, obtain tenders under separate contracts, let the contract and then to supervise / contract manage on site.
From the beginning there have been problems with one subcontractor doing the main earthworks, concrete, water treatment etc. They have walked off site three times and claim extra monies on several counts generally for minor variations plus wholesale re-measurement of tendered items.

agree  Tony M: The 'items' may not in themselves be 'lots' — one of my customers calls these 'postes' (i.e. sub-units within a 'lot'); and quid de 'métré' for the measurements idea? I've seen that a lot...

disagree  Daryo: the final cost for each item = price per unit x quantity - this subcontractor is only trying to renegotiate quantities, not the unit prices (as per ST) when it comes to money, poetic licence is not the best of ideas.
