A frame counter is an internal counter maintained by both the sending and receiving parties (the Meter and the MDC) involved in secure DLMS COSEM data transactions.

• FCrec - this contains a count of frames received by the meter. The SSM increments and updates FCrec when it encrypts a frame to be sent to the meter.
