Dans le passage suivant, comment traduiriez-vous "worthy poor" ?

"Disabled people were rejected. Disabled people were viewed as worthy poor, as opposed to ‘work shy’ unworthy poor and given Poor Law Relief."

Explanation:
worthy dans le sens de "honorable". Ou les pauvres "honnêtes" par opposition aux autres pauvres de la phrase "work shy" timides face au travail, que j'interprète comme paresseux, profiteurs

Simplement comme variante plus correcte en français et également utilisée dans ce contexte. Je me rétracte de ma proposition antérieure qui n'avait pas tenu compte du contexte historique.
