Ganebo brings up an interesting point...my first thought was that "good men" was meant in the sense of "able-bodied" or fit to serve...if the text meant "good" in the moral sense of loving one's country, I find it very challenging to come up with an accurate translation. Although "de bonne volonté" sounds good and may fit the context, I'm not exactly convinced it's the same. I'm not sure "brave hommes" would fit the bill either. This is harder than it looks!

" Highest" for the meaning, the sentence, perhaps, accepting further improvement...Voici ce que je comprends: le pays vit des moments exceptionnellement difficiles, ceux qui aiment ce pays ne peuvent pas se contenter de faire comme si de rien n'était et continuer à vivre leur vie routinière habituelle; ils sont appelés à faire des sacrifices pour sauver la patrie en danger...Cette phrase aurait pu être dite par Clemenceau, Churchill ou Franklin D. Roosevelt..."Hommes de bonne volonté" est exactement l'expression qu'il faut , "bonne volonté" voulant dire "intention pure, noble, généreuse, hautement morale" (dans le sens de Kant)...
"Opportun" est à exclure catégoriquement car, assez proche de "propice", il rend compte de circonstances très étroites , très précises à saisir comme chance de gagner quelque chose...Ce n'est pas par hasard qu'une personne dénuée de principes nobles, une personne ne vivant que de chances étroites à saisir est appelée "opportuniste"...Par exemple, une personne se livrant au marché noir en temps de guerre...
