"bridging values" in a title could be interpreted in two ways:
(a) -- "bridging values" bridging (adj) = values that are establishing bridges between differing value systems, (b) -- "bridging values" bridging (verb) = finding bridges between differing value systems,
"bridging values" implies the interaction between two groups with differing value systems. What are they in the ST: two countries? Two social groups (landless peasants and landlords)?
Without more context, given the list that follows I would be inclined to understand is as in (b), as "non-violence" rarely goes together with "resistance" and even less with protecting "land rights" in most countries where international development aid organisations are involved. I can hardly see "non-violence" or "resistance" as a bridging value shared by both landless peasants and landlords.
If "bridging" is to be understood as an adjective, then "'valeurs de liaison" sounds perfectly acceptable.
