Provisions should cover the arrangements to manage the EMES-WG, under the Forum of the Euro-Mediterranean Statisticians to decide on global orientations and work programme, and a Secretariat to implement its decisions. At the least the WG should meet annually. The Secretariat’s mandate will be primarily to implement the WG decisions, in particular the programme of work and ensure the effective implementation of agreed activities. The appointment of a Head or Director of the Secretariat as a focal point and to take overall responsibility for the working of the Group (comparable with the Oslo group) appears a sensible option.
