C'est le mot "shadow" qui me pose particulièrement problème ici. Le mot fantôme (comme dans cabinet fantôme de l'opposition) semble ne pas convenir. Je pensais à "de fait" ou "virtuel" mais ces 2 termes sont très éloignés l'un de l'autre...

Contexte : nom d'un département sur un courrier dans un dossier d'entraide judiciaire France-Grande Bretagne.

Le document suivant parle de ce service : http://www.official-documents.gov.uk/document/hc1213/hc00/00... en page 13, mais ce n'est pas plus clair pour moi.

'fantôme' est plus facile à utiliser que 'ombre', étant un adjectif.

Par exemple, 'finance fantôme' au lieu de la traduction moche 'finance dans l'ombre'.

neutral  CJ.Ecoffet: Intéressant mais pas facile en effet ! Peut-être "Semi-officiel", "officieux", voire "parallèle" seraient ils plus proches du sens que "fantôme" ? Il faut sans doute se rapprocher du caractère discret de cette coopération judiciaire.
