It is about a member of an evaluation team who has done different things in his career before being an evaluator :

"30 years’ experience in the field of production agriculture, rural and agribusiness development with hands-on experience in facilitating rural-based farmer-owned agribusiness enterprises via marker-linked value addition in two African countries."

The only definition I found related to the sentence for "marker-linked" is "jalonnement"...value addition is ajout de valeur...but what about marker-linked??
