ici, je suppose que ça veut dire qu'auparavant, le modèle répercutait intégralement la baisse de revenus du ménage (1:1)

agree  Patrick Lemaire: ou "ce qui permet d'éviter l'hypothèse d'un report intégral (1:1)...". Quoi qu'il en soit, "éviter" est le sens correct pour "overcome" dans ce contexte.
