Est-ce que l'on peut le traduire en "expédition de cargaison" ou "expédition et envoi" ou est-ce qu'il vaut mieux se focaliser sur les étapes de l'expédition ?

Explanation:
Here, 'shipment' has the sense of 'that which is sent' and 'shipment' does not at all imply sending by sea!
'Dispatch' clearly means 'the action of sending', and although it sounds rather redundant, you can sort of see why the writer might have felt it necessary to express it in this sort of way, though using the noun 'shipment' to qualify 'dispatch' is rather awkward.
As I see it, the biggest problem here is what to call "what is being shipped" — by using 'shiment', the writer has sought to be all-embracing, but this is a little awkward in FR, where the term used possibly needs to be more specific. I guess thet closest general term to 'shipment' would be 'envoi', but it sits uncomofrtably here; so I think we need to use a more concrete term like 'colis' as I've suggested here, or perhaps 'marchandises'; there are no doubt other terms that might be more suitable, dedning on what it is that is being shipped, and to some extent, the scale.

I don't believe 'cargaison' is really applicable in what would appear to be your context, which seems to imply a smaller scale; 'cargaison' might perhaps be better suited to translate 'freight'.
