'Dispatch' clearly means 'the action of sending', and although it sounds rather redundant, you can sort of see why the writer might have felt it necessary to express it in this sort of way, though using the noun 'shipment' to qualify 'dispatch' is rather awkward. As I see it, the biggest problem here is what to call "what is being shipped" — by using 'shiment', the writer has sought to be all-embracing, but this is a little awkward in FR, where the term used possibly needs to be more specific.
