Permit contingency
Sous réserves d'obtention des permis

Explanation:
As a title, say pretty clearly what the clause is about.

the unpredictable event (or non-event) of obtaining all necessary permits/licences from public authorities might well be called "contingency" in this contract, but for all practical purposes it amounts to "une réserve".

no permits => no more lease.

"A will happen sous réserves de B happening" means

"if no B will then no A"

or applied to this ST:

"if not all permits are obtained, then no more lease"

IOW this "contingency" (unpredictable unfavourable future event) is a kind of "réserve" = could alter the validity of the contract, or the continuing performance of the contract.

"if no B then no A" / "if there is no B then it will be no A"

neutral  Germaine: Euh... En français, ce n’est pas un titre. Il faudrait écrire "Réserve concernant l’obtention de permis", quelque chose comme ça.// En l’occurrence, tout ce qui permettrait d’ignorer qu’il n’y a aucune "réserve" dans le texte.
