Given Daryo's reference comment, it does seem that this is a status rather below that of "haut fonctionnaire".

  -> oui je vois, manque de contexte...

disagree  Daryo: no, 5 sec check shows it's a civil servant grade specific to HMRC // kind of "controllers / revisors" a grade above those making the initial decisions.

neutral  Daryo: not exactly - they are just above the basic level see refs

  -> Your reference says that this ranks equivalent to a police inspector or chief inspector. I think that a chief inspector is more than "just above the basic level". However, see note just added.

Reference: Some basics

Reference information:
PACE, PACE (NI) and CJSA provide that some powers can only be used by police constables of a particular rank. These powers can only be used by an HMRC officer with the equivalent rank to the stated police officer rank:

Sergeant = Officer
Inspector = Higher Officer
Chief Inspector = Higher Officer
Superintendent = Senior Officer

https://www.gov.uk/government/publications/criminal-investig...

only ref. I could quickly find about the hierarchy / the grades in HMRC

"higher officers" are just a rank above those making first decisions about a case, not really "haut fonctionnaire" - which would be several grades above.
