A competition held at the level of a [U.S.] state, where players/teams come from all over the state to compete. I would avoid the use of the word "Etat", however, to stay closer to the spirit of the term.

Or it could be an Australian state, but the same applies.

A different term than "concours" could be used if we knew what sort of sport/game was being referred to.
