l'excitation de la sortie).
- **Toujours tenir le chien très court (au pied) **dans l'enceinte du refuge. La sortie doit se faire dans le plus grand
calme, sans courir, sans stationner devant les autres boxes (cela excite les autres).
Il faut éviter à tout prix que le chien fasse l’association « on me met la laisse=je peux tirer comme un fou »
(c’est un véritable travail d’éducation qui commence dès la sortie du box).

The comparable idiom in French refers to horses, not dogs. I don't know if you want to stay close to the standard French phrase or adapt it to your context.

Additional note:
I looked at the French sites that used the phrase "tenir la laisse courte," and the majority of the sites were dog training sites (a few were on how to seduce women and I didn't look at those sites ;-). So, while you certainly could use the phrase, it doesn't appear to have the same figurative usage as "tenir la bride haute (ou courte) :-)
