Il est question d'un programme de réforme d'animaux d'élevage pour que l'industrie (canadienne) puisse retrouver son avantage concurrentiel et s'adapter à la conjoncture. On incite les producteurs à réduire leurs troupeaux. "Cull" signifie réforme, mais le sens de "claim for cull" n'est pas clair pour moi. Merci de votre aide.

This (programme de réforme lancé en avril 2008) allowed producers to claim for pre-launch and post-launch culls. In other words, if a producer had not yet decided to begin or complete a cull, the (programme de réforme) provided an opportunity to be compensated for reducing the herd.

Plus loin : the agreement included provisions allowing producers to claim for culls through to November 30, 2008.
