I think that's the most plausible form to give to that sentence. There are ither waays of translating "legacy system" but, clearly, "leading" here is intended in a sense best rendered by "créant" or "soulevant" and the like.

ce qui engendrait divers problèmes, mais j'avoue que je ne vois pas comment rendre l'idée de "communication/dialogue" entre ces systèmes.

Je pense que j'opterais tout simplement pour la notion de compatibilité.

je pense qu'il s'agit de la réglementation en matière des données saisies qui figurent dans les banques de données médicales et qui ne doivent pas être en aucun cas divulguées Il semblerait que le Département Santé Canada utilisent dans ses services différents systèmes qu'il faut gérer en application de la réglementation : respect de l'intégrité...je ne connais pas hélas le nom de cette réglementation !
