It sounds to me like this is text from an international organization with Member States (hence the capitalization of the word Member), and I understand the phrase as meaning that the delegates of the Member State of the employee can consult the D-G beforehand.

A mon avis, il y a un contresens dans cette phrase. Il est évident que c'est le membre qui fait partie du personnel, et non le personnel qui fait partie du membre, comme l'indiquerait la phrase telle qu'elle est écrite. Je me permettrais donc cette transformation.
