What Is More Important Input or Output?
The concept of a business determining its own product specification is one which warrants review. Issues have been encountered where, based on a fixed product specification being demanded by the client, the supplier has avoided liability for a lack of performance based on the supplier not being held accountable for the original specification.

The practice now adopted in some organisations is that the client prescribes the output required of the product or service supplied. Based on the judgement of the supplier the product or service is selected and offered to the client. The client then is required to ensure the supplier is fully informed of the demand on the equipment or service and the environment in which it is required to operate. If then the supplier maintains the suitability of the product or service, any subsequent failure to meet the demand is deemed to be the supplier’s responsibility based on product “fit for purpose”. It is worthy of note that it is essential from a technical perspective that there is a close relationship between the client and the supplier, an attribute not always present in some commercial negotiations.

Experience has shown that there is frequently no direct consequence for decisions taken by the client if the specification provided to the supplier is not appropriate for the conditions. Poor product performance based on an output specification is far safer to manage based on the not “fit for purpose” argument.

It is not possible for any client to be fully aware of the intricacies of all equipment purchased and for this reason outside advice and accountability is strongly recommended.

The output specification approach also extends to service provision. Cleaning as an example is frequently one of the most difficult to manage service areas, but by adopting the output specification approach to cleaning services with the use of “clear English” describing ‘what clean looks like’ has resulted in a 10% to 15% saving in some environments. Describing ‘what clean looks like’ is not as easy as it sounds, but once in place along side a robust auditing process we have seen a decrease in cost and an increase in quality. Cleaning contractors are asked to be totally transparent in terms of the number of hours/heads involved, ensuring that the client only ever pays for the number of heads on site at any one time to achieve the output rather than a blanket number, thus prompting a more open and trusting relationship between contractor and client.

B - Les différentes formes de sous-traitance et leurs rémunérations
1 - Les formes de sous-traitance
Les formes de sous-traitance de la maintenance sont nombreuses. Ce n'est pas la façon d'intervenir qui change, puisque le travail du technicien reste le même, mais c'est le cadre juridique de l'intervention qui va définir la forme de sous-traitance. Aussi, nous pouvons dissocier les interventions en les classant par modes de rémunération:
Intervention rémunérée au temps passé: mission limitée dans le temps (régie, travail temporaire). La rémunération pourra être de type dépense contrôlée
Intervention sur devis
Forfait (peut être partiel: limité à un nombre d'heures, le restant étant de la dépense contrôlée plafonnée ou non)
Intervention rémunérée au bordereau-points
Bien entendu la relation entre le Donneur d'Ordres et le prestataire de maintenance ne devra jamais entrer dans le cadre d'un délit de marchandage.
Pour cela il faut que le périmètre d'intervention soit défini et qu'il n'y ai pas subordination: les équipes intervenantes doivent donc être totalement indépendantes du donneur d'ordres (donc avoir un responsable désigné) et avoir une mission parfaitement définie à l'avance.

2 - Contrat de moyen ou de résultat ?
Notion de résultat:
Contrairement à la notion de moyen, la notion de résultat porte l'obligation à un prestataire de maintenance de réaliser sa prestation en respectant un objectif défini au préalable (ratio, un nombre d'heures, résultat technique, etc...). La relation est plus confortable pour le Donneur d'Ordres qui aura su définir des objectifs avant l'intervention: en cas de litige sur l'objectif, c'est au prestataire de démontrer qu'il a tout mis en oeuvre pour atteindre l'objectif et non pas au donneur d'ordres de démontrer la faute.
Nous encourageons vivement les contrats à obligation de résultats, mais il n'est pas toujours simple de définir l'objectif à atteindre (délai imparti, coût, etc.).

  -> la question est mal posée: le texte parle de "input specification cleaning [contracts]" et de "output specification cleaning [contracts]" - le contexte n'est pas juste une fioriture (in my rule-book at least ….)

  -> not bothering to find out what exactly is meant in the ST because it is a waste of time? Very interesting and creative contribution to the methodology of translating, but I think I will abstain from using that approach.
