Here is the sentence:

patrolling areas of heightened illegal activity on an offensive footing to find, fix and strike the poachers

I kind of understand the meaning but I'm not sure of the best way to formulate this : "cibler et attaquer" ?

Termes militaires: On "fixe" l'adversaire pour l'empêcher de se dérober ou de manoeuvrer, et on applique une frappe ensuite par le feu des armes...
