English term or phrase: legal identity
I am writing translating an advocacy paper. It talks about slump dwellers who cannot avail of their ID papers or residence permit. The heading of that section is Access to Legal Identity. I am not satisfied with my French translation: "Accès à l'identité légale" ou Accès à l'identité juridique". Appreciate any advice.
