Conspicuous family

The 2 terms constitute the title of an on-line class that adoptive parents must complete to fulfill some of the Hague Convention education requirements in the context of a preliminary homestudy for international adoption. It is part of a series of online courses that include "Adopting an older child", "the Journey to attachment", etc...

I have no been able to pin-point what "conspicuous" means in this context. My hunch is that it refers to families of different ethnies, multi-racial..., hence more "conspicuous", but I cannot find anything to corroborate that hunch, and I could be completely off.

Any suggestions? Thanks in advance.
