Explanation:
The phrase is reasonably common in English, even in the general context of projects and management (see ref. 1). The sense is marginally more specific in the context of international development project (see ref. 2, p. 17). There doesn't seem to be an equivalent expression in French.
"Interest" can't be properly translated here as "intérêt", but I would go for "zone d'intérêt" ou "zone de responsabilité". Et c'est cette zone qui est "manageable", i.e. "gérable".
