Tech/Engineering - Telecom(munications) / submarine cable route
English term or phrase: to wet plant
This part addresses the protection of submarine cables, with chapter 3 and 4 discussing the causes of cable faults and illustrating that most system outages occur as a result of post installation damage caused //////to wet plant//// by third parties.

From the introduction of a study on submarine telecommunication cables security.
Nothing before this line and what follows deals with surveys and research done for the study.

I have looked in the open glossary and the only occurrence does not seem to correspond to this instance.

Thanks for your help with explanation if possible.
