French translation:port [possession / usage ...] de l'équipement nécessaire largement répandu par les marins
Explanation:
broad carriage of the necessary [distress communication system] equipment by mariners

carriage => mariners have to carry equipment that is part of that "distress communication system" attached on their person and/or(?) mounted on their boats,

broad = to be of any help, this "distress communication system" must be broadly/widely used i.e. in widespread use among mariners,

port [possession / usage ...] de l'équipement nécessaire largement répandu par les marins

CL5 about the meaning, OTOH any other variant meaning "the possession of this equipment should be widespread among mariners" [in order for this "help in distress system" to be effective] would do.

a distress system to be any good must be widespread - used by everyone, namely any communication system is as good as it is capable of reaching intended recipients - the most basic requirement for that is that all / a significant part / most of intended senders and recipients (here: mariners at sea) have the device / equipment needed to send/receive the transmissions

depending on what exactly is this "equipment" - personal devices / equipment installed permanently on board - the translation can be fine-tuned ...

port [like "port d'armes"] if it's a personal device

possession - if it's some equipment that you have to have installed on board etc

disagree  Daryo: CL5? why not "wagons [ou "chariot à bœufs"] très large"? Another literal translation that would make as much sense! // You seem to be confusing Russian and Serbian - FYI these are TWO different Slavic languages, not even from the same sub-families ...
