Explanation:
when some software "dials home" it means it tries to establish a connection with its "home" - home being another computer (accessible trough some network) from where this software was sent (openly or sneakily - by tricking the user to download some executable file) and which is waiting for a "call".

In this ST it doesn't seems that any foul play is involved - these devices are simply connecting to some central repository (= their "home") from where they will download their settings.

BTW: 20 - 30 years ago (before the Web) computers were most literally dialling other computers using ordinary telephone lines (by means of "dial-up modems" see https://en.wikipedia.org/wiki/Dial-up_Internet_access) - nowadays "dialling home" is more a figure of speech to say "connect with some other computer that is expecting the "call" [here = "request for connection"], through any imaginable network - most likely a TCP/IP network, private or the Web)

disagree  GILLES MEUNIER: Il y a 3 fautes graves Centrale, accord leur et nom et on dit se connecter à. En outre, une base ne veut rien dire, c'est militaire...C'est un massacre....
