-bound means 'in the direction of'

On motorways, highwyas, etc, there are usually two opposing directions, and whereas in France we might say « fermeture de l'A20 dans le sens Paris-province » in EN-speaking countries we often use the primary compass direction instead: "in the direction headed more-or-less east"

They are both travelling in the same direction, i.e. on on the SAME carriageway.

It looks as though Y was already on the road when X joined it, but we have no information from the context given which one was ahead.

It is conceivable that Y might have failed to give way to X when they joined the motorway — but this cannot be inferred from the information available here.

neutral  Germaine: Aux É.-U. (+ Canada), l'autoroute [chiffre pair] Est va vers l'Est, et la [même chiffre pair] Ouest va vers l'Ouest. Même chose pour l'autoroute [chiffre impair] Nord ou Sud. Celui qui s'y trouve déjà a priorité sur celui qui accède.

  -> I said "more-or-less" because highways are not necessarily EXACTLY E-W / N-S, and FR people sometimes have difficulty comprehending this notion; often, N = towards Paris, etc. but it's not LITERALLY 'due North' It's a difference of usage between FR and EN
