Hier werden ja Gegensätze aufgemacht. Also einfach: ... entweder als fester Bestandteil des Übertragungsnetzes oder (aber) für ihre Betriebsabläufe.

Im Englischen steht's ja auch genauso da: either ... or ...

P.S. Das wurde zwar nicht gefragt, aber ancillary services würde ich als Zusatzdienste oder Nebendienstleistungen übersetzen.
