This document gives various accounting headings/items in Table 21 (page 230) including * [Actual] capital expenditure * Planned capital expenditure * Underspending [on capital expenditure] In this instance, the "Underspending" presents the amount by which the actual capital expenditure is less than the planned capital expenditure. So that could perhaps have been referred to as a "capex underspending item". Then it seems a "general underspending item" should be an equivalent accounting heading/item applying either to uncategorised spending (in the above example, not capex, and so on) or to the total underspending across all areas of expenditure. -------------------------------------------------- Note added at 2 days 4 hrs (2019-09-22 15:52:42 GMT) -------------------------------------------------- How could that fit the source text: "the government still needs to cut spending in the amount of EUR 4.4 bn in its budget draft for 2020 (c. 1.2% of overall spending) (“general underspending item”)."? "cut spending [...] in its budget draft for 2020": it could make sense for this to be classified as "underspending" if the upcoming (draft) budget will reflect a revised forecast of the "actual" spending, to be compared with some plan that has already been set (for higher spending). |
