This is a toolkit for young people who want to get involved in / create community projects. I would usually translate both target and objective as "Ziel"

"What are your objectives?
Objectives are the key things that you want your project to achieve. Although it can be tempting to try and do everything in one go, it is usually wiser to focus your project on achieving just a few core outcomes. This keeps you focused.

What can you count about your idea?
Objectives are about numbers – like “how many?”, “how well?” and “how long?”. It’s important that you’re able to measure the success of your idea, and that you have a clear idea of what to focus on when things get busy."

Explanation:
Obwohl target und objective im Englischen verschiedene Definitionen haben, würde ich tatsächlich beide Wörter mit "Ziel" übersetzen.

Es geht wohl einfach darum, sich nicht zu wiederholen... was hast du vor? was willst du erreichen? wie sieht dein Vorhaben aus? usw.
